چکیده

This paper examines whether the ‘cross ownership’ of wireline and wireless communications carriers is socially beneficial or harmful, and therefore should be allowed or regulated. We analyze a generic model of cross ownership of the firms which produce different but inter-related services. We show that, first, if both of the wireline and wireless industries are monopolistic, cross ownership results in social gains when the two services are complements, and social losses when they are substitutes. Secondly, if the wireless industry is sufficiently competitive, there’s little or no welfare loss from cross ownership. Finally, we briefly address the effect of network externality on the welfare consequences of cross ownership.  2003 Elsevier B.V. All rights reserved.

The merger of Cingular and AT&T Wireless created the single largest national-footprint wireless carrier within the U.S. Two Regional Bell Operating Companies (RBOCs), SBC and BellSouth, wholly own and control the merged entity. In addition, the second-largest wireless firm post-merger, Verizon Wireless, is also an affiliate of another RBOC. Evidence raised in the public record indicates that th...

Demand in a Portfolio-Choice Environment: The Evolution of Telecommunications

The emergence of wireless telephone and broadband technologies has drastically altered the traditional household choice set for satisfying their communications needs. In this paper we explore this evolution. To do so, we extend the traditional (node-to-node) demand structure by permitting households to derive utility from communication with others while either the initiator or the recipient of ...

Lehr, Sirbu and Gillett Municipal Wireless Broadband Wireless is Changing the Policy Calculus for Municipal Broadband

Historically, the justification for municipal provisioning of "last mile" infrastructure has focused on the natural monopoly aspect of wireline infrastructure (e.g., FTTH or small size of market). Growing interest in WISPs, municipal hot spots, and access to public buildings/space for siting base stations suggest new and expanded opportunities or roles for community ownership of last-mile servi...
